Job Description

This position is responsible for planning organizing and leading of the functional of the IT risk management to ensuring all IT and Digital risk that are relevant to/or impact Hattha Bank have been proactive addressed and identified at the early stage and managed. The role will assist the Deputy/Head of Operational Risk and Fraud Management Department to make clear to all staffs to understand on how to manage IT and Digital risk. This role also play a key function to deliver of IT & Digital Risk Management agenda and activities with the relevant stakeholder in Hattha Bank.


Location: Head Office-Phnom Penh

Duties and Responsibilities

  • Develop and update IT & Digital Risk Management policy and procedure.
  • Involve with UAT and risk assessment with new/change system before launching.
  • Perform IT & Digital risk identification, tracking of risk and risk mitigation.
  • Involve with DRP Testing.
  • Develop and provide training to all staff to build IT risk culture.
  • Assist operational risk and fraud management unit to develop system to implement in OFM.
  • Coordinate of BCP testing by annually with critical function and operational risk team.
  • Assist Head of department to develop report in system to use in OFM.
  • Perform additional tasks and any duties as required by Head of Operational Risk and Fraud Management Department.
  • Suggest any recommendation or solutions for IT risk mitigation.
  • Prepare monthly/quarterly report of OFM to EXCOM and BOD.

Skills Specifications

  • BBA/MBA degree in the field of Information Technology, Financial Banking, Business Management another related field.
  • Understanding of financial/banking business operation.
  • Understanding of IT & Digital risk management/ measurement techniques.
  • Work experience in different areas of the institution or bank at least 3 years related to Banks and Financial Institutions, including experience in field of IT risk management, IT audit and compliance function would be an advantage.
  • Demonstrable experience with developing/implementing IT risk management framework, including compliance and monitoring program or related field.
  • Proven ability to work across different areas of IT risk management, compliance or related field.
  • Highly acquainted with computer system and program such as MS. Word/Excel/Power Point, email, internet and core banking system.
  • Excellent command Khmer and English.
  • Excellent analytical, problem solving, communication skill and relationship skill.
