Job purpose:

To support the analysis and development of internal and national policy related to Ratanak programs, in order to improve the quality of services to trafficking survivors, in Ratanak and nationally.

Job brief: The Policy Advisor has focus on understanding and improving the national frameworks for anti-human trafficking work and support to human trafficking survivors. They will review and compare Ratanak’s work to national standards and identify both gaps and learning from front-line staff work. This will involve coordinating with government partners and Ratanak staff in developing policy that aligns with professional standards of best practice, and a consistent focus on improving quality of services for the organisation and nationally.

Duties

  • Gather, review and analyse national policy documents related to Ratanak’s work, and relevant research and practice from Asia and globally.
  • Review project implementation by Ratanak and other partners, assessing quality of implementation and gaps against policy and best practice.
  • Analyse reports and required reporting information to identify patterns of information and missing information.
  • Summarise results of review and analysis into documented conclusions, with clear recommendations and action steps to address identified issues.
  • Draft policy and procedure documents in collaboration with relevant stakeholders, both internally and at the national level, ensuring alignment with existing policy and best practice.
  • Contribute to technical working groups at department and ministry level to improve the quality of care for trafficking survivors.
  • Develop and improve the procedures and tools for Ratanak and for the department as defined in annual plans, including supporting database/client management systems implementation.
  • Support the preparation of strategy and budget documents for the relevant government departments.
  • Support the development, planning and implementation of particular time-limited projects within the department and Ratanak.
  • Compile internal and external reports regularly in line with agreed standards and timelines.
  • Organize and attend team meetings and briefings with Ratanak as needed to ensure excellent communication and coordination.
  • Engage in ongoing personal development to ensure comprehensive knowledge of key issues related to providing excellent care and reintegration to survivors of exploitation and trafficking.

Requirements

  • Experience and knowledge
  • Essential:
  • Degree and/or post-graduate qualification in social work, psychology or other relevant field.
  • At least 3 years experience of working with government agencies.
  • Knowledge of government formats and protocols
  • Thorough knowledge of national policies on trafficking and the rights of trafficking survivors
  • Experience of developing tools and policies related to victim identification and protection.
  • Thorough knowledge of using IT to produce documents, data analysis and presentations.
